How do colleges count GPAs? Specifically, what is an A-? A 3.6333? 3.666666? 3.7?

This may vary by college. Grading policies and GPA calculation should be explained in the college catalog, which can usually be found on the college website.
As an example, an A- at Carleton is a 3.67. B+ is 3.33.
