An unusual but indispensable tool. Your school's GC office probably has one, but do they tell your kids to use it?
Rugg attempts to list universities by undergraduate program or "major." Here's his explanation: "there's just so much pressure on young people to line uptheir careers and pick their occupations in life early. Career education seems to start in kindergarten these days. . . . (P)arents . . . wanted a list of 'the quality colleges with a good . . . (whatever) department.'"
Within each program, schools are ranked by I, II, III on the basis of selectivity of admissions.

I was underwhelmed.
I your kid is looking at a more obscure major, I can see that it is a big help.
But for more standard ones, not so much. The schools that have a particular major are ranked by selectivity, but there is no ranking of the quality of that particular department at any school.
