My daughter (supposedly) keeps financial papers and anything with her social security number in a locked strong box, but that doesn't mean she's entirely safe. Forewarned is forearmed.

Sending a shredder to school - I suggested it to my d, and she said no. She's more worried that some drunk floormates or friends might decide that it'd be fun to shred her papers or notes! She thinks it would be too tempting. 
Is she being reasonable, or not?
Of course, I am sending scissors with instructions about credit card offers!

The shredder wouldn't fit in my daughter's room. But hey, you can just have a few drunk guys throw up on anything with identifying information. That would work just as well as a shredder.
