The school 2 of my kids went to had a similar system; in spring of junior year a packet went out asking for some student reflection and list of activities, teacher letters and it also requested a parent letter of 'introduction' for the counselor. The school found that the bulk of the applications were accepting the GC letter of recommendation. The students who applied to the few schools that asked for subject area recommendations would be the only ones asking teachers in the fall.
