Texas public colleges waive the out-of-state premium for students who are awarded merit scholarships of at least $1,000 per year:

Statute:  Sec. 54.064(a) A student who holds a competitive scholarship of at least $1,000 for the academic year or summer for which the student is enrolled and who is either a nonresident or a citizen of a country other than the United States of America is entitled to pay the fees and charges required of Texas residents without regard to the length of time the student has resided in Texas. The student must compete with other students, including Texas residents, for the scholarship and the scholarship must be awarded by a scholarship committee officially recognized by the administration and be approved by the Texas Higher Education Coordinating Board under criteria developed by the board.

 

The three big Texas universities are Univ of Texas-Austin, Texas A&M Univ, Texas Tech Univ.  But this applies to all of the other Texas publics as well.

Do any other states have this policy?

This is not statewide...but does apply to one flagship U. U of South Carolina in Columbia offers instate tuition rates to students who receive either university or departmental scholarships in excess of a certain amount (I believe it is $500 but I could be wrong about that).

while not shown on their webpages, the Arizona (UofA, ASU) schools have been very generous in waiving the OOS portion of tuition past years to strong SoCal kids, by providing $2-10k scholarships; $10k is the OOS tuition premium.  However, according to a friend who received such a scholarship/tution discount last year, the $$ is first come, first served, and when the budget is gone, they stop awarding funds.  Thus, apply in early fall -- the schools have rolling admissions.

Note:  for perspective, friend's D was top 10% of her class, 3.8 uw, mostly college prep + a couple of AP courses, NOT most rigorous academic schedule, ~1200 SAT, and received a $7500 scholarship/discount.

DD, thanks for that tip on UA. My son may look at UA for a number of reasons, so that's useful information to have on hand. :)

And, we've talked about this here before, but don't overlook the possibility of regional tuition exchange programs where you can attend some public u's of nearby states at vastly reduced tuitions. I have a link of such programs on my blog at

Ohio University - Athens has a few different scholarships; one specificially for out-of-staters that waives $4,500 of the out-of-state surcharge.

Great one, Hummingbird, and thanks for reviving this thread. Here's another Ohio one: Bowling Green. Has some full tuition scholarships, plus also non-residents with 3.0+ and certain test scores get half off cost of out of state tuition: http://go2.bgsu.edu/choose/aid/scholarships/
