Congratulations to your son!
My son was invited to apply for the UC Santa Cruz Regent's 6 years ago. He didn't get it -- but he pretty much blew off the essay. (He got sick with the flu right before the essay was due, so his heart just wasn't in it) I have no idea how many students get invited to apply. (But I guess our experience shows that if you want the award, turning in a weak essay doesn't help matters.)
Even though my son didn't get the Regents, he was offered a $2000 merit scholarship. My daughter (whose SATs were much weaker than her brother's) also was offered a $2000 merit scholarship by UCSC last year -- so I think even if your son doesn't get the Regents, you can pretty much count on the $2K award.
I don't think Santa Cruz has Regent's housing because of the college system; my son was invited to some sort of honor's program in one of the colleges (I believe Merrill). He never really followed up on it though.

The link below, from UCSC's faculty senate report last year, has some facts and figures. Last year, 54 regents scholars (up from 15 the year before) enrolled in the freshman class. The 54 scholars represented a 19.5% yield from those offered the scholarships, so that should give you an idea of how many were offered. The awards are partially tied to need, with the highest award for students who don't have need capped at $6,000 last year. Here's the link:

There's no particular tie in wiith the Regent's offer from Santa Cruz. Not to diminish the award in any way, but the Santa Cruz pool is on the lower end of the UC's -- so it's a lot easier to get Regents at Santa Cruz than Berkeley or UCLA. If it were the other way around -- a Regents invitation from Berkeley -- then of course you could expect that kid to get offers from the other UC campuses as well.
I think 19% is actually a good yield for Santa Cruz regent's scholars -- you have to keep in mind that most of these are top students for whom Santa Cruz is a safety -- they are more likely to see another more selective campus as their top choice. And with their stats, it is highly likely that they will be accepted at their top choice -- both of my kids were also accepted to Berkeley, for example.
My own son's cavalier attitude toward the Regents invitation is a reflection of the "safety" status of the school in his mind; in fact, at the time I had no clue what a "Regent's" scholarship was, and I had an equally cavalier attitude when I gave my son the paperwork. My son was also invited to apply for one at Davis -- the required essay was something along the lines of "why do you want to come to Davis" -- and I remember handing my son that along with the comment that I couldn't think of one good reason why he would ever want to go to Davis... so he didn't even bother applying for that one. (I'm a Davis grad -- I liked it there, but I can't see either of my kids ever being happy there - and the only reason my son applied was becase a bunch of his friends from high school had also applied).
Anyway, I do think it is an honor and I think you should be proud of your son -- its just that the invitation means that he is in the top of the Santa Cruz applicant pool -- and Santa Cruz is one of the least competitive UC campuses.
